Ses fonctions incluent :<\/p>\n<p data-start=\"1620\" data-end=\"2056\"><strong data-start=\"1620\" data-end=\"1667\">2009\u20132013 : Directrice de la Communication.<\/strong><br data-start=\"1667\" data-end=\"1670\" \/>Dans ce r\u00f4le, Roger a dirig\u00e9 les relations avec les m\u00e9dias et le public pour le Conseil de l\u2019Union europ\u00e9enne (r\u00e9unissant les ministres nationaux) et le Conseil europ\u00e9en (r\u00e9unissant les chefs d\u2019\u00c9tat et de gouvernement). Elle \u00e9tait responsable des services de presse, de la strat\u00e9gie de communication et des actions de sensibilisation durant de nombreuses pr\u00e9sidences tournantes de l\u2019UE.<\/p>\n<p data-start=\"2058\" data-end=\"2410\"><strong data-start=\"2058\" data-end=\"2110\">2013\u20132015 : Directrice des Affaires int\u00e9rieures.<\/strong><br data-start=\"2110\" data-end=\"2113\" \/>En septembre 2013, Roger a pris la t\u00eate du portefeuille Justice et Affaires int\u00e9rieures (<strong data-start=\"2202\" data-end=\"2209\">JAI<\/strong>), supervisant notamment les politiques de migration, de gestion des fronti\u00e8res et de s\u00e9curit\u00e9 int\u00e9rieure. Ce poste a \u00e9largi son champ d\u2019action, passant de la communication \u00e0 la coordination politique.<\/p>\n<p data-start=\"2412\" data-end=\"2968\"><strong data-start=\"2412\" data-end=\"2495\">2015\u2013pr\u00e9sent : Directrice g\u00e9n\u00e9rale pour la Justice et les Affaires int\u00e9rieures.<\/strong><br data-start=\"2495\" data-end=\"2498\" \/>\u00c0 compter du 1\u1d49\u02b3 juillet 2015, elle a \u00e9t\u00e9 promue Directrice g\u00e9n\u00e9rale du Secr\u00e9tariat g\u00e9n\u00e9ral, responsable du domaine Justice et Affaires int\u00e9rieures. \u00c0 ce titre, elle supervise les travaux du Conseil sur la coop\u00e9ration polici\u00e8re et judiciaire, la politique migratoire, l\u2019asile et d\u2019autres questions li\u00e9es \u00e0 la justice. (En 2022, elle \u00e9tait explicitement identifi\u00e9e comme \u00ab Directrice g\u00e9n\u00e9rale pour la Justice et les Affaires int\u00e9rieures \u00bb au sein du Secr\u00e9tariat g\u00e9n\u00e9ral.)<\/p>\n<p data-start=\"2970\" data-end=\"3400\">Dans chacune de ces fonctions, Roger a fourni un soutien essentiel aux pr\u00e9sidences tournantes de l\u2019UE, contribuant \u00e0 la pr\u00e9paration et \u00e0 la coordination des r\u00e9unions du Conseil ainsi qu\u2019aux n\u00e9gociations l\u00e9gislatives. En tant que Directrice de la Communication (2009\u20132013), elle a supervis\u00e9 la communication de dizaines de sommets europ\u00e9ens et de jalons l\u00e9gislatifs, contribuant \u00e0 moderniser les op\u00e9rations m\u00e9diatiques du Conseil durant cette p\u00e9riode.<\/p>\n<p data-start=\"3844\" data-end=\"4130\">En tant que Directrice g\u00e9n\u00e9rale JAI, elle a dirig\u00e9 des dossiers politiques sensibles au niveau europ\u00e9en. Par exemple, fin 2023, elle \u00e9tait signal\u00e9e comme \u00e9tant <strong data-start=\"4004\" data-end=\"4045\">\u00ab responsable du dossier migrations \u00bb<\/strong> dans le cadre des travaux du Conseil sur le nouveau Pacte europ\u00e9en sur la migration.<\/p>\n<p data-start=\"4132\" data-end=\"4664\">Sous sa direction, le Conseil a \u00e9galement fait avancer des discussions sur la r\u00e9forme de l\u2019asile, la coop\u00e9ration polici\u00e8re et le <strong data-start=\"4261\" data-end=\"4288\">mandat d\u2019arr\u00eat europ\u00e9en<\/strong>. Les responsables nationaux sollicitent fr\u00e9quemment son expertise : en mars 2021, le ministre slov\u00e8ne de l\u2019Int\u00e9rieur <strong data-start=\"4406\" data-end=\"4419\">Ale\u0161 Hojs<\/strong> a rencontr\u00e9 Roger pour coordonner les travaux sur les affaires int\u00e9rieures en vue de la pr\u00e9sidence slov\u00e8ne de l\u2019UE.
